House Vote #1 - H Res 1127: IRS Suicide Plane Attack Condemnation - Adoption
March 03, 2010 - Lewis, (D-GA), motion to suspend the rules and adopt the resolution that would condemn the Feb. 18, 2010, suicide plane attack against IRS employees in a federal building in Austin, Texas. It also would honor former NTEU member Vernon Hunter, a victim of the crash, and commend IRS employees for their dedication and public service.
Motion agreed to 408-2. Note: A two-thirds majority of those present and voting (274 in this case) is require for adoption under suspension of the rules.

House Vote #2 - HR 4872: Health Care Reconciliation - Passage
March 21, 2010 - Passage of the bill that would make changes to the 2010 health care overhaul law, including provisions sought by NTEU.  The bill increased the threshold for and delayed until 2018 the implementation of excise taxes on high cost health plans. Passed 220-211.

House Vote #3 - HR 1722: Telework for Federal Employees - Passage
May 06, 2010 - Lynch, (D-MA), motion to suspend the rules and pass the bill that would require the heads of each executive agency to establish and implement a policy that would authorize employees to telework as much as possible without diminishing agency operations or performance. It also would require the agency heads to provide training for telework employees and designate a telework managing officer.
Motion rejected 268-147. Note: A two-thirds majority of those present and voting (277 in this case) is required for passage under suspension of the rules.

House Vote #4 - HR 5136: Fiscal 2011 Defense Authorization - Contractor Insourcing Policies
May 27, 2010 - Sarbanes, (D-MD), amendment that would require non-defense agencies to establish contractor inventories and insourcing programs to mirror current law for the Defense Department. It also would bar agencies from establishing any numerical goal, target or quota for converting jobs from contractors to federal employees and would require the Office of Management and Budget to report to Congress on agency insourcing policies.
Adopted 253-172.

House Vote #5 - HR 5136: Federal Employee Pay Freeze - Motion to Table
May 28, 2010 - Skelton, (D-MO), motion to table (kill) the Bachmann, (R-MN), appeal of the ruling of the chair with respect to the Skelton point of order that the Bachmann motion to recommit the bill was not germane to the bill. The Bachmann motion would recommit the bill to the Armed Services Committee with instructions that it be immediately reported back with an amendment that would freeze the pay of non-uniformed federal employees.
Motion agreed to 227-183.

House Vote #6 - HR5618: Unemployment Benefits Extension - Passage
June 29, 2010 - Levin, (D-MI), motion to suspend the rules and pass the bill that would extend through Nov. 30, 2010, and make retroactive to June 2, eligibility for unemployment insurance for laid-off workers.
Motion rejected 261-155.  Note: A two-thirds majority of those present and voting (278 in this case) is required for passage under suspension of the rules.

House Vote #7 - HR 4173: Wall Street Reform and Consumer Protection - Conference Report
June 30, 2010 - Adoption of the conference report on the financial regulatory reform bill.  With this bill federal financial regulatory agency employees would have job and pay protection during the re-organizations and veterans’ hiring preferences would be preserved.   OCC employees would have expanded bargaining rights and SEC would be given needed new tools and resources so employees could better protect consumers and investors. 

Adopted 237-192.

House Vote #8 - HR 1722: Telework for Federal Employees  
Passage of the bill that would require the head of each executive agency to establish and implement a policy that would allow employees to work remotely as much as possible without diminishing agency operations or performance. It also would require agency heads to provide training for telework employees and designate a telework managing officer. The bill would exclude certain employees from teleworking, including those disciplined for viewing, downloading or exchanging pornography on the job, as well as those who are seriously delinquent in taxes.
Passed 290-131

House Vote #9 - HR 847: Sept. 11 Health and Compensation Fund - Passage
July 29, 2010 - Pallone, D-N.J., motion to suspend the rules and pass the bill that would create a program to provide medical services and health monitoring for first responders and others including federal employees with conditions related to the Sept. 11 attacks. It also would reopen the Sept. 11 Victim Compensation Fund to provide compensation for economic losses and amend tax-withholding rules for certain payments made by U.S. subsidiaries of foreign corporations.
Motion rejected 255-159.  Note: A two-thirds majority of those present and voting (276 in this case) is required for passage under suspension of the rules.

Senate Vote #2  -HR4899: Supplemental Appropriations – Funding the National Guard Instead of CBP.
May 27, 2010 - Motion to waive the Budget Act and allow consideration of a McCain, (R-AZ), amendment that would spend $250 million to fund the deployment of 6,000 National Guard troops to the U.S.-Mexico border rather than fund CBP to hire the staff needed at the border.   
Motion rejected 51-46 (3/5ths needed to waiver the Budget Act).

Senate Vote #3 - HR4899: Supplemental Appropriations - Federal Salary Freeze
May 27, 2010 - Inouye, (HI), motion to table (kill) the Coburn, (R-OK), amendment that would freeze salaries of federal civilian employees and rescind 5 percent of the fiscal 2010 budget authority for programs other than those in the departments of Defense and Veterans Affairs.
Motion agreed to 53-45.

Senate Vote #4 - HR 4213: Tax Breaks and Federal Salary Freeze - Republican Substitute
June 17, 2010 - Thune, (R-SD), motion to waive the Budget Act and budget resolutions with respect to points of order against the Thune substitute amendment that would extend several expired tax provisions, mostly to benefit the wealthy.   It would be offset with a freeze on federal employees' salaries and a 5 percent cut in discretionary spending outside of the Defense and Veterans Affairs departments.
Motion rejected 41-57.  (A three-fifths majority vote (60) of the total Senate is required to waive the Budget Act.).
